Copyright Board leaves interim television retransmission rates intact

In 2025 CB 22, the Copyright Board refused to amend interim television retransmission royalties for 2024 to 2028. A revised historical tariff did not automatically require a change to the interim rates.

A revised final tariff for an earlier period doesn't automatically rewrite interim royalty payments for later years. In 2025 CB 22, dated December 24, 2025, the Copyright Board considered a request to amend the interim television retransmission tariff for 2024 to 2028.

The Board distinguished the historical rate redetermination from the stability expected of interim rates. It relied on corrected information from the earlier decision and considered the disruption that a late year increase could cause to budgeting.

The application to amend was denied and the existing interim rates remained in place. This was an interim measure, not a final ruling on all future retransmission royalties.
