A proposed tariff doesn't become binding merely because it has been filed. In 2026 CB 6, dated July 10, 2026, the Copyright Board assessed whether the statutory notice and consent requirements for withdrawal of the proposed SOCAN tariffs concerning TVO had been satisfied.
The Board found the requirements met and permitted the withdrawals. It did not determine that the proposed rates were fair or approve those rates.
For broadcasters and music rights holders, the distinction matters. This was a withdrawal decision under the Copyright Act, not a ruling setting the economic value of music use on television.
