Public Schools Branch (Re), PEI Privacy Commissioner D-26-010, D-26-010
PEI's deputy privacy commissioner found that a school appeal committee exercised a quasi-judicial function when deciding whether a student appeal was within its jurisdiction, even without an oral hearing, protecting its preparatory drafts and deliberations from the province's access regime. A later administrative email written after the decision did not share that exclusion, so its possible disclosure remained subject to further review.
