During the 2021 municipal election, a visitor identifying himself as a journalist sought to record audio and video inside polling stations in Québec City. Election personnel refused filming in several locations, and he sued the City and individual workers. In Bérubé c. Ville de Québec, 2026 QCCQ 4757, the court held that freedom of expression and of the press did not create an unrestricted right to film where voting confidentiality and orderly administration had to be protected. The four claims were dismissed and declared abusive. The court ordered modest compensation to individual election workers for their time, but declined to declare the claimant a vexatious litigant because the evidence didn't meet that separate threshold.
