Ontario insurance regulator clarifies optional benefits for fleets

FSRA's October 14 update addresses fleet policies, rideshare coverage reductions and who may receive optional accident benefits.

Ontario's insurance regulator updated its auto reform guidance on October 14, with new answers about optional accident benefits for fleets. FSRA says insurers and brokers should explain requested coverage changes to fleet operators and their possible effects on drivers and employees, while rideshare fleet insurers are asked to notify the regulator about reductions. The guidance also distinguishes named insureds, listed drivers and people deemed insured under the benefit rules. It's an explanation of how the July 1, 2026 reform works, not a new reform date.
