Ontario’s insurance regulator has imposed $90,000 in combined administrative penalties on Gordon Kimberly Hinkson and Ocean West Financial Group after a settlement concerning insurance licensing and information supplied to the regulator. The Financial Services Regulatory Authority of Ontario announced the orders on October 5, 2026, along with conditions on both parties’ licences.
Hinkson faces a $40,000 penalty and Ocean West Financial Group faces a $50,000 penalty. FSRA says the contraventions involved acting as an insurance agent without the licence required under Ontario Regulation 347/04 and directly or indirectly supplying information to the regulator that was false, misleading or incomplete under the Insurance Act.
The distinction matters. Licensing is the gateway to selling or advising on insurance products, not an administrative detail that can be set aside while a business arrangement is sorted out. Information supplied to a regulator also carries its own obligations. Where FSRA relies on firms and agents to identify who is operating under a licence, incomplete or inaccurate information can interfere with its oversight.
The October 5 announcement places the matter in the life and health insurance sector. It records the violations and the fact that the orders were made through settlement, but it doesn't describe specific consumer losses or publish the detailed conditions in the announcement itself. Those details shouldn't be assumed.
For insurance distribution businesses, the practical lesson is operational rather than dramatic. The licence held by each person and business should match the activities they actually perform, and submissions to FSRA must be checked for accuracy before they are filed. A settlement doesn't erase the regulatory consequences. Here, the regulator imposed monetary penalties and licence conditions rather than treating the matter as a paperwork correction.
