EI debt could not be written off by the appeal tribunal or the court

The Federal Court of Appeal upheld the extended reconsideration period and confirmed that neither the Social Security Tribunal nor the Court could write off the EI debt because the claimant could not afford repayment. That request had to go back to the Commission.
