Express Entry changes put employer job offer evidence in focus

November 3 changes remove the LMIA requirement for qualifying Express Entry job offers while retaining scrutiny of the employer, position and offer.

IRCC has announced changes to Express Entry that take effect on November 3, 2026. A qualifying job offer will no longer need a Labour Market Impact Assessment for Express Entry eligibility or ranking points. Employers supporting a candidate should still expect the offer itself to be examined. The officer's assessment includes whether the business is operating, needs the position, can meet the promised terms and has complied with employment and recruitment laws. Removing one assessment requirement doesn't establish that an offer is genuine. For a small business, the practical preparation is a consistent account of the role, its duties, the employment terms and the organization's ability to honour them. The revised ranking system also distinguishes occupational wage levels from an individual's salary. Eligibility for the new occupation related points depends on the occupation's national median wage relative to the overall workforce median.
