An enterprise accessibility model
Ontario’s 2026–29 public-service accessibility plan organizes its work around customer service, facilities, procurement, communications, employment, and leadership capacity.
Its employment commitments include accessible recruitment technology, a labour-market engagement strategy, improved accommodation supports and a broader culture-change program. Leadership commitments include training, data, accessibility impact tools and clearer accountability.
The scope
The plan governs the Ontario Public Service and includes commitments that go beyond the general regulatory baseline. It is not a private-sector rulebook. Its editorial value lies in showing how a large employer connects recruitment, accommodation, technology, psychological safety, learning and measurement inside one operating plan.
