Quebec's workplace health and safety agency, the CNESST, says the regulatory minimum number of health and safety committee meetings for level 4 establishments rises from six a year to nine a year on October 1, 2026. The nine meeting figure isn't an unconditional requirement. According to the CNESST, it applies where committee members haven't reached an agreement on operating rules, or until they do. A separate quarterly rule applies to specified education and health and social services establishments. The details come from the CNESST's guidance on the functions and operating rules of the health and safety committee, which is published in French. Nine meetings applies only where members haven't agreed The CNESST's guidance starts from the idea that committee members may agree on how their committee will operate. Minimum meeting frequency is among the operating rules the page identifies as something members can agree on. The regulatory minimum rules come into play only in two situations. The first is where there's no agreement. The second is during the period before an agreement is reached.
