The Federal Public Sector Labour Relations and Employment Board dismissed a former term employee’s unfair labour practice complaint concerning the end of her employment in 2002. It held that only a bargaining agent could complain of interference under section 186(1) of the Federal Public Sector Labour Relations Act, and that her allegations did not disclose an arguable case of employer retaliation for protected union or grievance activity under section 186(2).
