Picture a hypothetical department that logs three complaints over two years. One employee describes a manager's feedback as demeaning. Another says they're left out of decisions about their own work. A third questions how assignments are handed out. Each complaint is investigated. None ends with a finding of harassment, and the files are closed. Is the matter closed too? That depends on the question being asked. Whether a particular incident happened is one question. What a run of reports suggests about a workplace's risks and prevention measures is another. Official guidance in Ontario, British Columbia and the federal sector treats handling a reported incident and reviewing prevention as distinct but related work. The frameworks are separate, and the material here is selected guidance rather than a national standard.
